DETAILS OF THE RECOMMENDED PARTICIPATIVE PROCEDURE FOR THE DRAFTING OF SEVEN  SECTOR PLANS


For all those who wish to join us in drafting and elaborating any of the seven Sector Plans listed below, we recommend a simple procedure to assist them in their research work. However if any participant prefers to approach the problem differently, he/she should inform us accordingly. We have no objections, as long as the right information is obtained and the right results are achieved.

A.    THE Sector Plans concerned:
1)    Plan 3.- Social Services
2)    Plan 4.- Social Security
3)    Plan 8.- Commerce
4)    Plan 9.- Telecoms
5)    Plan 12.- Roads
6)    Plan 13.- Public Transport
7)    Plan 18.- Diaspora relationships

B.     The problems and their solutions
1)    We seek to identify the main problems encountered within each sector and ascertain the appropriate solution/s.
2)    From our experience in studying the seven sector plans that were drawn up in the past by the Ministries concerned, we have ascertained that each of these plans deals, on average, with some seventy to a hundred main problems altogether. We can therefore logically assume that, on average, the same number of problems will be encountered in each of the above seven plans.
3)    Each solution should provide an adequate answer to the following eight questions:
                                                                                                              i.      Why do we seek a solution to this problem?
                                                                                                            ii.      How shall we solve it?
                                                                                                          iii.      How long will it take to solve it?
                                                                                                         iv.      When should we start?
                                                                                                           v.      Who will be responsible for solving it?
                                                                                                         vi.      How much will it cost to solve it?
                                                                                                       vii.      How shall we get funded?
                                                                                                     viii.      Who will monitor the implementation of the solution?

C.     A broad description of the procedure that we recommend to follow
A.    The participant selects the sector that he/she wishes to study and informs the center accordingly
B.     The Center forwards to the participant all the information in their possession regarding that sector
C.     At the same time the name of the participant is entered into the registration records at the center.
D.    The participant studies the material received and requests any additional info that he/she  may need
E.     The participant forwards every week the result of his/her studies to the center
F.     The information received at the center is examined. The center forwards to the participant a list of any additional details that may be required.
G.    Once the study is completed, the Center forwards to the participant a statement acknowledging receipt of all the information provided by the participant.
H.    Ultimately the name of the participant and the extent of his/her participation will be acknowledged and recorded in the Preface to the published text of the Plan that will be distributed nationwide.
